Devoted to providing enterprise-wide coordination and preparation of the City’s budget and Capital Improvement Plan (CIP) including research, assessment, analysis and evaluation of programs, expenditures, revenues and other fiscal analyses. Assigned to the City’s enterprise budget and management analysis function. Incumbents serve as designated subject matter experts and provide management support to the Director and Assistant Director as well as serve as team lead for an assigned portfolio of departments and budget functions.

Responsible for serving as Department’s Capital Improvement Plan team lead, including coordinating the budget process for the City’s Capital Improvement Plan (CIP); preparing financial reports; preparing the multi-year financial plan; preparing quarterly financial plan updates and presentations; reviewing department budget, spending and performance data; assisting with training and instruction to budget team and departmental staff; provide training on CIP budget database; preparing and managing amendments to the CIP ordinances; and preparing a variety of complex fiscal and narrative reports and presentations.

Duties/Responsibilities:
Reviews department budgets, spending, and performance data; prepares complex financial projections; manages accounts and funds; evaluates programs and initiatives; prepares and posts budget amendments; reviews performance measures; and analyzes trends and forecasts budget needs.
Prepares and/or coordinates the preparation of complex financial reports, memos, the multi-year financial plan, quarterly financial plan updates and presentations, and a variety of complex fiscal and narrative reports and presentations.
Serves as the CIP budget team lead; assists with training and instructing the budget team and assigned staff; provides training on CIP database and CIP process; develops work schedules; creates and modifies CIP budget timelines; manages assigned projects; and ensures compliance with policies and procedures.
Works with internal/external team of stakeholders to develop recommendations and analysis for the CIP; works with Finance staff to develop CIP budget; drafts and prepares CIP Budget Ordinance across all funds; prepares presentations and recommendations for Council approval.
Serves as the CIP system administrator, including managing user permissions; prepares CIP budget process schedules; develops, analyzes and reviews CIP budget submissions; develops training materials; and posts and audits CIP budget amendments and transfers.
Collaborates with City departments, and/or external agencies; convenes, attends and/or conducts a variety of meetings; shares technical and general information; manages projects; and involves key stakeholders in the CIP budget development process.
As needed, may supervise the work of other staff and interns. Including providing training and oversight to provide for backup coverage of the CIP process.

Qualifications:
Minimum Qualifications & Experience:
Bachelor’s degree in accounting, finance, business or public administration, or related field OR equivalent experience.
Five years of professional accounting/financial experience including experience in public sector budgeting.

Additional Preferred Skills:
Master’s degree in accounting, finance, business or public administration, or a related field.

Comments:
Hiring Range: $65,075 - $81,344
Hours: 8:30 a.m. - 5:00 p.m.
