Through effective relationship-building and collaboration while leaning on a foundation of project management methodologies, the Finance Project Manager will provide overall direction, coordination and execution to complex projects. In the next year, as our organization transitions to a new Enterprise Resource System, the Project Manager will lead multiple groups within the organization along with external vendors as we work through the full implementation of the system and processes from start to finish.

Work is performed under the general supervision of the Finance Director.

Typical Tasks:
Performs project management, design and coordination administration of various finance projects with an emphasis on systems efficiency and collaboration with various Town departments to facilitate projects that include the financial function;
Transforms business and technical requirements into project scope and statements of work that support strategic, and customer satisfaction goals;
Manages multiple concurrent systems projects that include finance processes of various sizes, from start to finish; Additionally, this position will facilitate all sizeable process projects.
Serves as lead in planning for and managing project to replace current legacy ERP system, to include serving as a primary liaison with consultants and software vendors, coordination of multi-departmental teams, and organization and oversight of project tasks, timeline and budget;
Facilitates timing, training support and documentation for all updates on system requirements. Responsible for developing extensive Requests for Qualifications (RFQ) or Requests for Proposals (RFP) for contract services for the planning and design of finance projects, as well as other procurement documents for other significant tangible and/or intangible related projects;
Serves as the contract expert for all contract initiations and addendums related to all finance projects.
Manages project budgets; prepares cost estimates and monitors expenditures to ensure compliance with approved budget, including payments and change orders;
Prepares project schedules; monitors progress of projects in meeting established schedules;
Serves as department informant for updating staff on all project statuses and timelines/scheduling expectations;
Performs complex reviews over all current systems and processes to evaluate the effectiveness and efficiency to determine feasibility of changes to be considered for processing;
Identifies and prepares appropriate Finance personnel to serve as subject matter experts on project committees;
Meets with other departments who may be considering Finance impacted solutions in a variety of situations and conditions, mediates disputes, resolves conflicts, and provides solutions to both technical and non-technical problems;
Researches new products, practices, procedures and alternatives, including providing interpretations as necessary to Finance/Town staff, sales representatives, suppliers, regarding the acceptance of new products and technology;
Coordinates the initiation and the close out of projects for the departments, while providing continuous updates on the Catalog of Projects and Servicers to the department;
Obtains a general, yet thorough understanding of all processes within the department to facilitate process development and improvement;
Directly oversees and prioritizes work for a computer systems analyst;
Performs other job-related tasks as required.

Qualifications:
Knowledge, Skills and Abilities:
Ability to work under pressure on several projects simultaneously and within time constraints; ability to analyze a problem and make independent judgments without close supervision; ability to analyze financial information and cash balances; ability to perform independent research and development recommendations; ability to communicate effectively both orally and in writing; ability to supervise other personnel; ability to deal effectively with the general public; ability to adapt to changing technology.

Minimum and Preferred Qualifications:
Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in various areas of business administration, accounting, technology, or project management and considerable experience in local government finance, including lead work or supervision.

Working knowledge in the Oracle system is a plus.

Comments:
Salary range: $71,531.20 - $118,019.20 Annually

Requires a valid driver's license with an acceptable driving record.
