The Internal Auditor I position assists DEQ Management in accomplishing their objectives by using a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal controls, and governance processes. Position will operate within the International Professional Practices Framework issued by the Institute of Internal Auditors.

Key Responsibilities:
Under general supervision, the position may work on the following:

Assist lead auditor to assess whether applicable laws, regulations, and policies are applied, and that financial reports are accurate and complete and provide safeguards against misappropriation, that programs, processes, and functions are efficiently utilized, that hardware is protected, and data is accurate, complete, and properly secured.
Use prescribed methods and techniques that apply to specific assignments and perform less complex continuous auditing.
Examine and analyze risks, internal controls, moderately complex source records and reports, programmatic data, financial statements and/or systems for accuracy, completeness, and conformance to guidelines and regulations.
Assist senior internal auditors in evaluating accounting, administrative, and internal controls for compliance with state and federal legal requirements.
Participate on a team conducting complex reviews and data analytics of DEQ’s internal operations and controls. Work includes risk identification and mitigation.
Under close supervision, the position will review results or data analytics to monitor fraud risk and/or assist with sample selections.

Audits & Other Engagements
Operational Audits: This position must independently gather sufficient, relevant, and verifiable evidence to test the audit material that is often complex in nature. All evidence is evaluated to determine if controls and procedures are supported, refuted, or inclusive.

Compliance Audits: This position must independently review and determine if the agency is complying with the specific requirements including, but not limited to: Federal Regulations, NC General Statutes, State and Federal grant agreements, Office of State Controller\'s Cash Management Policy, NC Accounting System (NCAS), NC Department of Administration – State Purchasing and NC Department of Administration\'s Motor Fleet Management Regulations, and generally accepted accounting principles (GAAP).

Financial Audits: This position must independently conduct financial audits, so a thorough understanding of those principles is critical. This position does not perform complete financial audits but may do partial audits. Microsoft Excel spreadsheets are usually prepared during financial audits but may be prepared for other audit types too to support the audit report. These spreadsheets are designed and completed to clearly illustrate specific points of audit emphasis.

Technical Guidance and Consultation: Position will provide consultation, technical assistance, and guidance to DEQ management on implementing and developing internal controls, operating procedures, and internal security issues.

Risk Management: Position will provide assurance that an agency risk management program is operating effectively and designed to ensure program integrity; the effective use of federal, state, and receipt supported resources; protection of assets; and prevention, detection, and deterrence of internal waste, fraud and abuse in programs, processes, or activities.

Investigations: Position will conduct independent internal investigations, and/or assist in fact-finding on allegations of internal waste, fraud and/or abuse as assigned by the Audit Manager. Position will also participate on the Enhancing Accountability in Government through Leadership and Education (EAGLE) team to assist management in the evaluation and strengthening of the agency\'s internal control environment.

Travel: Position may require overnight travel up to 25% annually.

The DEQ Office of Internal Audit (OIA) provides independent and objective assurance and consulting services to assist all levels of Department management in the effective discharge of their responsibilities by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of the Department\'s governance, risk management and internal control systems. This is achieved by conducting audits, analysis, and investigations as authorized in applicable legislation and assessing the Department\'s internal controls pursuant to the State Governmental Accountability and Internal Control Act.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Demonstrated knowledge of the IIA Standards (Red Book), government auditing standards, and/or any other auditing standards or techniques.
Demonstrated knowledge of governance, risk management, internal controls, and/or laws and regulations applicable to area of assignment.
Demonstrated experience in writing or creating communications that convey information to various stakeholders.

Minimum Education and Experience Requirements:
Bachelor’s degree in accounting or a discipline related to a program area within the agency.

Comments:
Recruitment Range: $43,500.00 - $63,350.00

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
