Ensures the accuracy of county financial records to facilitate timely reporting to inform decision-making at the executive level. Establishes and maintains a general ledger structure to support user-friendly reporting internally for budget management and externally to comply with financial reporting requirements at the grantor, state and federal levels.
Assist with ensuring initiatives and directives from the board, management and directors are properly reflected in financial records in accordance with general accepted accounting principles by assisting with monitoring and approving board actions and management approved actions (i.e. carry forward approvals, journal entries and budget amendments).
Reconciles major accounting classifications to ensure adherence to general statutes and county policies, specifically reserves, fund balance, continuing disclosures, ACFR, AFIR, cash flow analysis and indebtedness. Prepares reports of reconciliations of revenues and expenditures between county systems and audited reports to submit to external oversight entities.
Assists Director in developing and implementing recommendations on operational and systematic changes in finance and throughout county; administers implementation of systematic changes to accounting infrastructure and policies; assists in the development of policies and procedures; coordinates with other departments on other policy changes needed.
Assists Director in ensuring compliance with fiscal regulations and adherence to internal controls by serving as deputy finance officer. Ensures budgetary compliance; approves electronic payments and transfers; reviews and approves journal entries; reviews and pre-audits contracts. Assists Director in managing debt. Review and approval departmental transactions including purchase cards and requisitions.
Leads the finance department activities and schedules to meet the financial reporting requirements and deadlines. Identifies requirements for and develops reporting formats to aid in the management of country operations and grant expenditures, including managing the annual audit.
Manage & oversee month end and year end closings, including ensuring all entries are processed and updated to the general ledgers.
Manage professional level staff including senior accountant, grant manager and grant coordinators.
Responsible for overseeing and researching implementation of new GASB prononcments and ensuring the County\'s compliance.
Other duties as assigned.

Qualifications:
Bachelor's Degree in Accounting, Finance, Business Administration, or related. 5 years of progressive experience in Accounting, Finance, Business Administration, or related filed in required. An equivalent combination of education and experience will be considered. Governmental experience is preferred. CPA designation or Certified Finance Officer preferred. The candidate selected must undergo a criminal background check and pass a drug screening test prior to employment.

Pay Scale: $90,772.00 - $145,236.00 per year
