The County Manager, under limited supervision, is the administrative head of County Government for the Board of County Commissioners, and is responsible for the administration of all departments of County Government which the Board of County Commissioners has the authority to control. The County Manager holds office at the will of the Board of County Commissioners and is entitled to such compensation for services as the Board may determine.

Essential Functions:
Serves as the administrative head of County Government for the Board of County Commissioners to direct and supervise the administration of all County offices, departments and agencies under the general control of the Board of County Commissioners.
Oversees the execution of all policies, orders, resolutions, and regulations of the Board of County Commissioners and reports to the Board as to the operation thereof.
Conducts staff agenda review meetings providing clear, concise recommendations and alternative courses of action. Explains the advantages and disadvantages of each agenda item. Recommends to the Board of County Commissioners such measures for adoption as deemed desirable in carrying out the administration, improvement and efficiency of County Government, and will ordinarily be expected to participate in all discussions and to present views on all matters coming before the Board of County Commissioners.
Keeps the Board of County Commissioners informed of the operations of all departments and agencies of County Government which the Board of County Commissioners has the authority to control. Makes reports to the Board of County Commissioners from time to time regarding the affairs of the County and keeps the Board of County Commissioners fully advised as to the financial condition of the County and its future financial needs.
Ensures the public is informed with the objective of improving the image of public service and operations under the Board of County Commissioners.
Prepares the Annual Budget for Board of County Commissioners consideration and adoption, serving as the Budget Officer for the organization.
Facilitates and provides a source of support for the Board of County Commissioners.
Displays patience and tact in all dealings.
Works individually and collectively with Commissioners to advance the total interest of the County.
Participates in administrative functions such as: to plan, organize, hire and train qualified employees, direct, coordinate, delegate, and evaluate staff.
Keeps abreast of public opinion because the Board of County Commissioners may look to the Manager for advice on the strategy and timing for a bond election or for suggestions on when a particular project would be economically and politically feasible.
Oversees that all complaints are handled promptly and that the policies adopted by the Board of County Commissioners are explained to public groups as being both necessary and rational.
Appoints, suspends and removes all county officers, employees and agents in accordance with North Carolina General Statute 153A-82. Excluded from this section are officers, employees and agents who are elected by the people or whose appointment is otherwise provided for by law. As to those officers, employees or agents who are excluded from this section, the County Manager shall recommend individuals for such appointments to the Board of County Commissioners.
Serves as Budget Officer and is expected to represent the Board of County Commissioners in conferring with all departments, commissioners and agencies of County Government in the evaluation of their operating and capital outlay needs before appropriations and annual budget requests are submitted to the Board of County Commissioners, and shall make such recommendations concerning the appropriations of funds as may be deemed desirable and appropriate.
Serves as an agent of the Board of County Commissioners in coordinating the responsibilities and duties of departments of County Government.
Prepares and recommends policies for adoption by the Board of County Commissioners that promote efficiency, value, and progress in County Government.
Maintains a purchasing system commensurate with the Statutes of North Carolina and accepted business practices.
Performs all of the duties authorized by statute and adheres to the ICMA Code of Ethics.
These twelve tenets are intended as a reminder of the member\'s responsibilities to the local government, its citizens, and the management profession constitute the ICMA Code of Ethics. The Code of Ethic may be amended from time to time. It asserts that a manager should hold these beliefs:

Be dedicated to the concepts of effective and democratic local government by responsible elected officials and believe that professional general management is essential to the achievement of this objective.
Affirm the dignity and worth of the services rendered by government and maintain a constructive, creative, and practical attitude toward local government affairs and a deep sense of social responsibility as a trusted public servant.
Demonstrate by word and action the highest standards of ethical conduct and integrity in all public, professional, and personal relationships in order that the member may merit the trust and respect of the elected and appointed officials, employees, and the public.
Serve the best interests of the people.
Submit policy proposals to elected officials; provide them with facts and advice on matters of policy as a basis for making decisions and setting community goals; and uphold and implement local government policies adopted by elected officials.
Recognize that elected representatives of the people are entitled to the credit for the establishment of local government policies; responsibility for policy execution rests with the members.
Refrain from all political activities which undermine public confidence in professional administrators. Refrain from participation in the election of the members of employing legislative body.
Make it a duty continually to improve the member\'s professional ability and to develop the competence of associates in the use of management techniques.
Keep the community informed on local government affairs; encourage communication between the citizens and all local government officers; emphasize friendly and courteous service to the public; and seek to improve the quality and image of public service.
Resist any encroachment on professional responsibilities, believing the member should be free to carry out official policies without interference, and handle each problem without discrimination on the basis of principle and justice.
Handle all matters of personnel on the basis of merit so that fairness and impartiality govern a member\'s decisions, pertaining to appointments, pay adjustments, promotions, and discipline.
Public Office is a public trust. A member shall not leverage his or her position for personal gain or benefit.
Performs other related duties as assigned.

Qualifications:
Education and Experience:
Master’s Degree from an accredited university in Public or Business Administration, and ten (10) years of experience in governmental management and policy and procedure, including thorough knowledge of State laws governing County administration and a strong background in County Water and Sewer administration; or equivalent combination of education and experience.

Licenses or Certifications:
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Credentialed Manager through International City/County Manager Association (ICMA) preferred.
Member of North Carolina City/County Manager Association preferred.

Comments:
Salary Range: $172,542.00 - $276,067.00 Annually
