General Statement of Duties
Performs difficult and technical administrative and supervisory work overseeing finance, customer service, and purchasing for the town. This position is an important part of the town administrator’s leadership team.

Distinguishing Features of the Class
An employee in this class is responsible for the financial management of the town. Work involves supervision of the budget, accounting, customer services, collections, billing, purchasing, and payroll operations. Work includes a close relationship with the Board of Commissioners through presentation of financial reports, budgets, cost estimates, investments and other such financial business. The employee is also responsible for the supervision of the customer services division, which has significant responsibility for the billing and collection of utilities and other revenue for the town. The employee must exercise considerable independent judgment and initiative in planning and directing the fiscal control system. The employee is responsible for carrying out the duties of the Finance Officer as defined by the State of North Carolina’s Budget and Fiscal Control Act. Work performed under the general direction of the Town Administrator and evaluated through meetings, observation, conferences, reports and by an independent audit of financial records.

Duties and Responsibilities
Essential Duties and Tasks
Plans, assigns, directs, coordinates and exercises supervision over the Finance Department including its programs, services and related municipal financial systems; resolves operational and administrative issues; and evaluates the performance of subordinates.
Plans and directs the continuous review and analysis of fiscal operations, needs and resources including the facilitation of the annual audit.
Assists the Town Administrator in the preparation of the general operating and capital improvements budgets; reviews departmental budget requests for accuracy and justification of resource allocation and expenditures; works with the Administrator in directing the formulation of town financial policies and in the preparation of the annual budget.
Assists and supports Town Administrator’s office in facilitating and overseeing the town’s performance management system.
Acts as liaison to representatives of banks, consulting firms, financial advisory groups, and various non-governmental institutions.
Support the Town Administrator’s office and the Board of Commissioners in financial management strategies and operations, including analysis of legislative proposals or actions, funding recommendations for major town projects, development or approval of key business models, analysis of economic development initiatives and work involving inter-local agreements.
Oversees the preparation and distribution of regular financial statements, reports and budget amendments.
Manages receipt and investment of all town revenues.
Reviews and monitors ongoing administration of budget; monitors revenues and expenditures.
Oversees and makes recommendations on debt plans, including debt models and policies; facilitate and oversee all debt issues and refinancing’s; work with State of NC Local Government Commission (LGC), financial advisors and national credit rating agencies as needed for debt issuances.
Supervises and participates in the maintenance of a general accounting systems for the town including financial records for the departments, separate accounts for items of appropriation in the budget, including amount of the appropriation, amounts paid, unpaid obligations against the account, and the unencumbered balance.

Experience:
Accounting: 2 years (Preferred)
License/Certification: CPA (Preferred)

Pay: $67,637.00 - $85,547.00 per year
