Details:
Performs complex administrative and professional work related to grant researching, grant administration, compliance, financial reporting, coordinating grant management activities on a Citywide basis, and related work as apparent or assigned. Work is performed under the limited supervision of the Finance Director/Assistant City Manager.

Essential Functions:
Collaborates with departments and key stakeholders to assess the City’s needs and assist in identifying and seeking funding opportunities to meet those needs; assists in data collection to document those needs.
Acts as a liaison with other departments and various government agencies related to grant procurement, implementation, and reporting.
Assists departments with preparation of grant applications, grant proposals and supporting documentation to ensure compliance with funding requirements, including researching demographic and statistical data necessary for the applications.
Reviews all grant applications, grant proposals and supporting documentation to ensure compliance with funding requirements.
Coordinates budget development, allowable direct and indirect costs, funding allocations, and appropriate approvals.
Creates new grant project budgets, monitors all expenses, verifies availability of funds and allowable expenses as dictated by federal grant guidance.
Oversees the execution of grant agreements and grant contracts with funding sources.
Oversees both the pre-award and post-award activity for assigned grant funding, including contracting and reporting.
Coordinates, reviews, evaluates, and audits the City\'s federal and state grants to ensure accuracy and compliance with grant polices and regulation, OMB Uniform Guidance requirements and generally accepted accounting principles.
Monitors grant projects\' adherence to time and reporting schedules.
Analyzes and verifies grant reporting by reviewing grant expenditure activity and reconciling reimbursement requests to the general ledger before final submission to grantor; maintains proper documentation for potential audits; verifies expenses charged to the grant are eligible expenses; ensures that complex federal reporting requirements are met.
Ensures grant reports are submitted to the grantors on a timely basis by monitoring all reporting deadlines of the various federal and state grant systems.
Reconciles, reviews, and approves grant reimbursements received with the disbursement/cost reports submitted to grantor; posts the reimbursements to the appropriate revenue accounts including any necessary accruals at year end.
Manages subrecipient grant application and award process including the tracking and reporting of success metrics.
Trains and aids all subrecipients to assist in proper management of grant funding.
Monitors sub-recipient grant compliance by reviewing grant award requirements and/or special conditions; performs site visits with sub-recipients to review and monitor their records; works with Finance staff to review reimbursement requests and track fund disbursement.
Prepares the Schedule of Expenditures of Federal and State Awards (SEFSA) for the audit annually - this includes any audit confirmation reconciliations and working with the auditors on any questions, discrepancies or reports as needed.
Assists in maintenance and management of the City\'s Grants Policy and Procedures Manual by reviewing the policy and making recommended changes as needed; communicates the Grants Policy to departments and performs training as needed.
Manages grant closeouts and assist with audits performed by the grantor; assists with all grant related audits.
Collaborates with internal departments and external partners on the implementation and monitoring of grant programs.
Calculates interest earnings for grant funding received as advanced payments.
Documents and maintains compliance requirements on grant related procured property & equipment; submits property and equipment compliance requirements to be attached to procurement records of capital assets.
Performs other tasks as required or assigned.

Qualifications:
Knowledge, Skills and Abilities:
Thorough knowledge of the principles of grant administration, grant accounting and budgeting with experience in managing and supervising administrative projects.
Working knowledge of funding sources and associated federal & state requirements and regulations, including but not limited to procurement, compliance, reporting and auditing. Federal requirements include 2 Code of Federal Regulation 200 –
Uniform Administration Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Intermediate experience & ability with Microsoft Excel & Microsoft Word.
General knowledge of laws and administrative policies governing municipal financing, practices and procedures.
Ability to interpret complex grant funding requirements, submissions, compliance, and budget projections.
Ability to review the work of others to ensure accuracy, compliance, full completion of criteria and conformance to standards.
Ability to prioritize work, meet deadlines and produce quality results on time.
Strong written communications skills.
Ability to write clear and concise reports, correspondence, and other related work.
Exceptional problem-solving skills and the ability to consistently pay close attention to detail.
Proficient skill to communicate effectively across a broad spectrum of staff and other stakeholders.
Ability to establish and maintain effective working relationships with other department heads, governmental officials, associates and the general public.

Education and Experience:
Bachelor's degree with coursework in Public or Business Administration, Finance, or related field and two or more years related experience in grant management, public administration, finance or accounting. or equivalent combination of education and experience. Preferred experience includes (1) previous work experience in local government, (2) grant accounting, administration, management and compliance, and (3) data tracking and analysis.

Comments:
Pay: $60,193.00 - $93,900.00 per year

Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, sitting, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements:
Valid driver's license in the State of North Carolina
