This position performs complex professional, technical and analytical accounting functions in support of the City\'s financial and accounting functions within the City\'s Financial Services Department. The purpose of this position is to perform accounting analysis functions in support of the city. Successful performance helps ensure the sound financial position of the city government, and provision of city services at reasonable tax rates.

Job Responsibilities:
Oversees the city’s comprehensive debt program providing capital funding for core city operations as well as the city’s enterprise funds. This position is primarily responsible for developing strategies, managing processes, and carrying out plans related to the approximately the debt portfolio. Reviews financial information and presents analysis in a clear manner.
Analyzes financing options for municipal capital projects including but not limited to: modes of finance, cost benefit analysis, long-term strategy development, coordination of all referenda and debt issues and related document production, coordination of all aspects of construction period financing, assistance with debt modeling and debt affordability calculations, overseeing debt service budgeting, ensuring post issuance compliance with legal and contractual obligations, and providing cash flow analysis to optimize investment of unspent debt proceeds.
Collaborates with city departments, Financial Advisors, Underwriters, Local Government Commission and Bond Rating agencies. Attends City Council and other meetings as required.
Prepares assigned journal entries each month for routine and correcting adjustments.
Designs and develops spreadsheets for data collection and analysis; establishes methods and procedures for data accumulation in order to prepare and analyze financial reports.
Participates in year end and audit preparation process; prepares complex year end journal entries and calculations; reconciles and balances general ledger accounts; reviews all financial output thoroughly for accuracy and completeness of general ledger accounts and entries; gathers data for the external auditors and assists in the annual financial report preparation.
Supervises the Accounts Payable function. Performs supervisory duties for positions assigned; including but not limited to monitoring work, training, coaching, providing guidance, and resolving issues as needed to meet operational needs.
Recommends and assists in the implementation of division goals and objectives; establishes methods for providing financial information services; reviews and recommends accounting related policies and procedures to ensure service excellence.
Assumes a continuous quality approach to all accounting processes and brings forward suggestions for process flow efficiency and improved accuracy; maintains technical knowledge in accounting functions; researched emerging financial topics, communicates recommendations and implements as required.
Coordinates and prepares reports required by federal, state, and municipal bond agencies.
Additional duties as assigned.

Guidelines:
Guidelines include GAAP and GASB standards, The North Carolina Budget and Fiscal Control Act, relevant federal and state laws and city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Qualifications:
Education/Experience Requirements:
Bachelor's Degree in Accounting or Business-related field. Master’s degree preferred and CPA helpful.
Prior experience in a comparable accounting position is required, usually associated with three to five years of experience.
Prior experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems.
Verifiable history of positive attendance and punctuality, and the ability to be bonded is required.

Knowledge Requirements:
Knowledge of the principles and practices of public finance, budgeting, and accounting;
Knowledge of governmental fund accounting;
Knowledge of relevant federal and state laws, city ordinances, and department policies;
Skill in utilizing financial computer software programs, plus high-level knowledge of, and demonstrated competence in Microsoft Excel and Word;
Skill in oral and written communication to provide the highest-level customer service and to maintain effective working relationships with co-workers;
Skill in analyzing and problem solving, plus accuracy and attention to detail;
Ability to be highly self-motivated, capable of handling large volumes of work proficiently, and comfortable working in a fast-paced, deadline-driven environment; and to be team oriented.
Distinguished analytical, quantitative and communication skills.

Comments:
Salary Range: $57,821.94 - $95,695.51 Annually

Work is typically performed in a standard office environment and involves light physical demands; majority of work is using computer and involves sitting for extended periods of time. Overtime may be required during certain times of the year to meet work demands.
