The Senior Grants & Management Analyst provides customers with the support, analysis, and expertise that they need to utilize grants and other external funding to achieve better outcomes that build a better community. This position works with internal and external stakeholders to provide operational and financial oversight of grants and serves as an organizational thought-leader on grants management.

DISTINGUISHING FEATURES OF THE CLASS
This position performs responsible professional work in the overall review, preparation, administration, and oversight of grants for the County, including:
Cross-functional grants oversight, including partners in front-line departments, Finance, Human Resources, and others necessary
Proactive support to departments and training in all aspects of grant application and management
Assists in the development of short and long-range financial plans and forecasting related to fiscal and program requirements
Employee participates in the administration of the County’s Economic Development and Community Agency funding programs including the development, implementation, and oversight of an application process, request review process, and presentation of recommendations to the appropriate county officials
Assists departments in preparing proposals, reports, contracts, and gives advice on management issues. Reviews contracts for compliance with established policies.
This is a professional non-supervisory classification.

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
Administers County’s funding process for Community-Based Organizations (CBOs). Process involves developing and administering application process, review process, board touchpoints, and award administration.
Oversees County’s grants management process, including coordinating routine check-ins with internal partners (Finance, Human Resources, Legal, Grant managers, etc.) and provides general direction for Countywide grants administration
Monitors grant funding usage to ensure compliance with allocated intent, grant guidelines, and maximization of funding potential. Assists departmental grant managers with understanding reporting requirements and adhering to reporting schedules.
Provides support to departments in pre- and post-award grant management including the planning, development, and implementation of grant objectives, grant applications, reimbursement requests and documentation, budget amendments, closeout and performance documentation.
Builds professional network internally and externally with agencies and organizations that award grants or provide professional development opportunities (e.g., National Grants Management Association).
Conducts funding needs analyses utilizing departments’ strategic plans and the county’s Capital Improvement Plan, researches competitive funding opportunities from a variety of grant programs (primarily state, federal, and foundation sources), and disseminates information to county management and staff.
Assists departments on various issues and inquiries; this assistance may involve special projects and recommendations of process improvements to increase efficiencies as well as training on applicable county initiatives, policies, procedures, and software tools.
Performs other duties and responsibilities as assigned.

Qualifications:
Knowledge, Skills, and Abilities:
Considerable knowledge of the principles and practices of public administration, budgeting, public finance and local governmental budget and fiscal policies and procedures.
Thorough knowledge of the functions and structure of county government and federal and state laws relevant to county operations and finance.
Working knowledge of mathematical computations, analytical skills, budget and costing accounting theories, and evaluation/research techniques and methodology.
Knowledge of grant writing, acquisition, oversight, and management.
Ability to keep accurate records, analyze complex administrative and organizational problems, and prepare and clearly present appropriate reports and recommendations in written or oral form.
Ability to establish and maintain effective working relationships.
Ability to plan, organize, and coordinate an effective work schedule, including guiding and coordinating the work of teams
Ability to exercise independent and sound judgment, discretion, initiative, creativity, and resourcefulness.

Minimum Qualifications:
Master’s degree from an accredited college or university in Public Administration, Accounting, Business Administration, Economics or a field related to one of the County's services and two years of experience in budget development, strategic planning, program/process analysis, and/or evaluation; OR,
Bachelor's degree from an accredited college or university in Public Administration, Accounting, Business Administration, Economics or a field related to one of the County's services and four years of experience in budget development, strategic planning, program/process analysis, and/or evaluation, OR,
Associate’s degree in a field related to one of the County's services and six years of experience in budget development, strategic planning, program/process analysis, and/or evaluation, OR,
High School diploma and eight years of experience in budget development, strategic planning, program/process analysis, and/or evaluation

Preferred Qualifications:
The ideal candidate:
Is eager to serve as a thought-leader on grants management, both for grants the County receives (grantee) and grants the County provides (grantor)
Will have demonstrated experience in grants oversight, with an emphasis on fiscal oversight
Will have demonstrated experience in connecting grants to long-term objectives and desired organizational outcomes
Master’s degree preferred, but not required.

Comments:
Salary Range: $69,525.00 - $86,907.00 Annually

Physical Demands and Work Conditions
Must be able to physically perform the basic life operational functions of fingering and talking.
Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
