Details:
Coordinates technical and strategic planning and guidance to assist county governments in the administration and use of American Rescue Plan Act (ARPA) and national opioid settlement funds, in full accordance with fund requirements.

Depending on assigned counties and projects, may perform some or all of the duties below on behalf of and in coordination with Administration and Finance staff within assigned counties:

Coordinate technical and strategic assistance with project work related to county and regional strategic planning on use of ARPA State and Local Fiscal Relief Funds, and national opioid settlement funds
Ensure that planned projects are compliant with federal, state and grant-maker guidelines
Create grant projects, monitor expenditures and provide oversight of subrecipients
Establish and track project performance metrics and outcomes
Identify, apply for, and manage federal and state grants related to ARPA-eligible projects and strategies to address the opioid epidemic
Track expenditures and prepare reports to submit to federal, state and grant-maker overseers
Lead and/or assist with outreach efforts to gain community input and incorporate into project plans
Lead and/or assist with public information and/or internal communications related to assigned projects
Performs other duties of a similar nature as assigned

Education/Experience:
Entry level position with a master’s degree in public administration or public affairs. Government internship experience preferred. Experience working with federal grants and/or American Rescue Plan funds a plus.

Knowledge, Skills, Abilities:
General financial skill to prepare and administer project budgets or program finances; ability to prepare reports, documents and presentations; ability to interpret, monitor and report financial information; ability to gather data and analyze findings; ability to research best practices and solutions; ability to effectively communicate both orally and in writing; ability to perform and organize work both independently and collaboratively as part of a team; ability to utilize interpersonal skills to interact and establish and maintain effective working relationships with federal, state and county officials, employees, associates and the general public; ability to exercise political acumen, tact and diplomacy; knowledge of standard office and computer equipment to successfully complete work; and demonstrate proficiency in Microsoft Word, Excel, PowerPoint, Outlook and Teams.

Certificates and Licenses:
Valid NC driver’s license.

Comments:
This is a time-limited position tied to funding granted to NCACC by the State of North Carolina to provide guidance and technical expertise to NC county governments.
