This position performs specialized and technical accounting work in support of the City’s financial accounting functions, with a primary focus on cash and bank reconciliation. The position performs tasks to support daily operations of the accounting division, by performing complex analysis and reconciliations of financial data. Ideal candidates will possess strong interpersonal skills, be hardworking, highly motivated, detail oriented, innovative, and be flexible to adapt to a fast-paced work environment and able to handle large volumes of work accurately and efficiently to accomplish division goals. Successful performance ensures accurate and timely financial records for the city government.

Major Duties and Responsibilities:
Maintain and review financial records for the daily cash and bank reconciliation process; monitor and review daily activity at the bank for all incoming and outgoing transactions; reconcile bank transactions to internal records to ensure everything is posted accurately and timely to the general ledger; reconcile bank statements.
Maintain investment records using investment software to record monthly changes in investments, update current market values, and calculate accrued interest; reconcile and post monthly investment transactions to the general ledger.
Prepare standard recurring monthly journal entries; create adjusting and corrective journal entries.
Prepare sales and use tax and utility sales tax reports; remit monies to NC Department of Revenue.
Create, update, analyze, and process accounting transactions.
Analyze general ledger accounts; reconcile data, and prepare reconciliations.
Perform the month-end close process in the accounting software system once all transactions for the month have been posted.
Assist with the preparation of the annual independent audit; prepare audit work papers; work with external auditors to provide information and answer questions; prepare assigned Annual Comprehensive Financial Report schedules; coordinate year-end close in accounting software system after audit is final.
Prepare and gather information to complete internal and external reports.
Effectively communicate and respond to inquiries and requests from internal and external customers.
Assist with special projects and other ad hoc reporting requests.
Cross-train and provide backup coverage in other accounting functions; assist with daily operations during periods of increased workflow and to meet time-sensitive deadlines.
Train City employees on accounting processes and requirements; provide guidance and accounting support to other departments as needed.
Design and develop Excel spreadsheets for data collection and analysis; high-level knowledge and ability to use Excel effectively is critical for successful performance.
Perform other related duties as assigned.

Guidelines include Generally Accepted Accounting Principles; Governmental Accounting Standards Board guidelines; the North Carolina Budget and Fiscal Control Act, relevant federal and state laws and city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Qualifications:
Education/Experience Requirements:
Bachelor's degree in accounting, finance, or business related field from an accredited college or university.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for three to five years.
Possession of a valid Driver’s license.
The ability to be bonded is required.
Verifiable history of positive attendance and punctuality is required.

Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of public finance, accounting, and budgeting.
Knowledge of governmental fund accounting.
Knowledge of relevant federal and state laws, city ordinances, and department policies.
Skill in operating computers and other standard office equipment at an advanced level.
Knowledge and ability to use Microsoft Excel and Word at an advanced level.
Knowledge of complex computerized financial software with high transaction volumes.
Skill in gathering data, analyzing findings, and applying logic and reason to prepare accurate reports.
Skill in problem-solving and identifying solutions.
Excellent communication skills (both verbal and written) and strong interpersonal skills.
Strong organizational and time management skills, and ability to prioritize and meet deadlines.
Strong attention to detail and accuracy.
Self-starter, highly motivated, and able to take initiative.
Ability to handle large volumes of work efficiently, and comfortable working in a fast-paced, deadline-driven environment.
Ability to work well independently with minimal supervision, plus ability to work well as part of a team.
A high level of customer focus and professionalism is required.

Comments:
Expected Hiring Range: $41,064 - $43,117

Work Environment/Physical Demands:
The work is performed in a standard office environment and involves light physical demands.
Majority of work is performed using a computer and involves sitting for extended periods of time.
Infrequent overtime may be required during certain times of the year to meet work demands.
