Details:
The purpose of this position is to oversee the City’s grants fiscal management and compliance.

Essential Duties and Responsibilities:
Manages City grants by maintaining and monitoring grant expenditures, revenues, and eligibility dates and ensuring compliance with each grant agreement.
Creates and maintains grant tracking spreadsheets for each grant.
Reconciles activity from grant management system to City’s financial system of record.
Monitors and performs closeout on assigned grants and related projects, including closeout of related general ledger accounts and projects.
Serves as a liaison with grantor agencies, external auditors, department leaders, and staff regarding grant administration.
Meets regularly with Department Heads and staff to ensure an understanding of grant requirements, discuss financial statuses of current grants, communicate grant activity, provide support during the grant application process and to provide analysis and reports as requested.
Reviews all grant applications prior to submission to City Council to ensure compliance with City policy and availability of matching funds.
Prepares and submits reports, required by grantor agency and auditors, prior to published deadlines to ensure funding continuity and to prevent penalties or findings from the grantor agency or auditors.
Assists departments with budget preparation by providing financial data, calculating estimates, and ensuring all required grant match amounts are accounted for.
Manages the City Grant Policy by reviewing periodically and making recommendations for updates as needed.

Qualifications:
Knowledge:
Generally Accepted Accounting Principles (GAAP);
Applicable local, state and federal laws, rules and regulations;
Customer service principles;
Financial records retention requirements;
Mathematical concepts;
Bookkeeping principles and practices;
Office procedures, methods and equipment;
Automated business software packages;
Data entry techniques.

Working Conditions / Physical Requirements:
Positions in this class require: standing, fine dexterity, walking, sitting, reaching, handling, climbing, vision, hearing, twisting, talking.
Sedentary Work: Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.

Interpreting and applying local, state, and federal laws, rules and regulations;
Maintaining records and report preparation;

Operating standard office equipment and applicable software applications;
Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Required Experience:
Bachelor's degree in Business, Accounting, or Public Administration from an accredited college or university, with at least two (2) years of experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Comments:
Salary Range: $45,849.28 - $52,726.69
