Discover Durham is Durham's marketing and sales agency, helping draw nearly 12 million leisure, business, and sports visitors to our vibrant, eclectic community prior to the pandemic. We are currently recruiting a senior level, strategically minded executive to lead our finance, HR, and operations teams, a staff of about four, plus vendor partners and Visitor Center volunteers. The individual selected will be a vital member of Discover Durham's Executive Team, helping spearhead recovery for the organization and Durham's travel and tourism sector, set organizational direction, and ensure the organizations continued performance excellence.

Summary:
The VP of Finance, HR, & Operations provides organizational leadership, including directing and supervising all work related to Discover Durham's (DD) and the Durham Sports Commissions (DSC) accounting, finance, HR, IT, facilities, and other operational functions. The VPFHO contributes to the development of the organizations strategic business plans and ensures the operational support needed for execution. The VP oversees the financial and administrative needs of both organizations and ensures compliance with local, state and federal regulations. Direct reports include the Director of HR and Visitor Services, Accounting Manager, and Operations Manager; the extended team includes Visitor Info Center staff and volunteers.

Responsibilities:
Administration/Leadership
Direct and ensure continuous improvement of appropriate policies, internal controls, standards and procedures
Oversee, direct and organize the work of the accounting, HR and operations staff
Serve as a member of the executive team and work collectively to establish procedures and practices that will achieve DDs objectives, safeguard its assets and provide for a healthy, productive work environment
Serve as back up for the President & CEO on relevant issues as needed
Build network of external relationships with community partners related to job function

Financial
Advise the President/CEO and other members of senior management on financial planning, budgeting, cash flow, forecasting, and policy matters
Ensure DD and DSC budgets, financial reports and accounting procedures are produced accurately, according to rules set forth by the Local Government Budget and Fiscal Control Act and within required time frames
Continually improve accounting systems, policies, and practices to ensure diligent compliance with accounting standards and best practices, while optimizing efficiency
Plan, coordinate and execute the annual budget process for each organization
Oversee the annual independent financial audits, ensuring compliance with fiduciary requirements
Oversee state and federal reports as required
Prepare monthly reports for the DD and DSC boards

Human Resources
Provide complete oversight of the performance management process to include education and training, salary reviews, consistent application of the ratings scale, and semi-annual review processes
Institute best practices for all personnel procedures and policies
Create an environment that supports personal development and oversee related processes
Oversee staff recruitment and retention processes that follow best practices
Manage benefits portfolio, including contract negotiations and oversight

Information Technology
Provide proactive leadership to ensure technology platforms and tools support and anticipate the organizations needs and enhance productivity
Ensure technology systems, hardware, and platforms meet accepted IT standards; manage data security and vulnerabilities

Qualifications:
Business, accounting or related degree mandatory
Minimum 8 years experience in operational management roles, including at least 2-4 years in a senior level position leading in-house financial management and reporting, with responsibility for working with external auditors
Demonstrated ability to contribute to strategy development, preferably in a marketing or sales-oriented organization
Direct knowledge of, and experience working in, accounting and reporting systems
Proven track record of success facilitating progressive organizational change and development
Senior management skills; ability to influence and engage direct and indirect reports and peers
Excellent written, oral, interpersonal and presentation skills
Strong mentoring, supervising and coaching experience with staff at diverse levels of experience
Strong familiarity with HR laws and practices
Excellent judgement and creative problem-solving skills
Familiarity with NC local government financial policies preferred
Knowledge of Great Plains accounting system is a plus

SALARY AND BENEFITS
Discover Durham offers a competitive (low six-figure) salary commensurate with experience and benchmarked against similar destination marketing organization positions. Benefits include 100% employer-paid medical insurance premiums for staff; dental, short- and long-term disability and life insurance; a health savings account with quarterly employer contributions; 13 paid holidays and 17 days of PTO, with PTO increasing with longer tenure and free parking. DD participates in the states defined benefit retirement plan, contributing to the plan on your behalf with a required 6% employee match. There are elective 401k, 457B, and Roth IRA programs available as well as optional supplemental insurance policies (accident, cancer, critical illness, etc.) via payroll deduction.

Governance
Discover Durham was chartered as a tourism development authority in the mid-1980s by state and local governments to spearhead the proactive, strategic, visitor-centered economic and cultural development of Durham. A public authority, it is funded by reinvesting a portion of the visitor-paid room occupancy tax into destination promotion and marketing. It has a publicly-appointed board consisting of 11 members representing lodging, foodservice, major employers, retail or transportation, visitor features or entertainment, citizens at large and elected representatives of local government. The Durham Sports Commission is a 501(c)3 organization founded in 2016 and operated by Discover Durham under an interlocal agreement with the city, county, and chamber of commerce.
